3rd Solution: Make Sure that the iCloud Contacts is On

Reset Settings of your iPhone

In order to reset the settings, go to the “Settings” of your iPhone. Select “General” Click on “Reset. Tap on “Reset All Settings” option.

You can try to go to your iCloud account and sync all the contacts. When you are syncing, you might be prompted to delete all the available contacts on your iCloud account. Just tap to confirm. Restart your iPhone and re-download all your contacts again from your iCloud. You should be able to search for the contacts after this.
